The M104 Wolverine is an armoured combat engineering vehicle designed to provide deployable bridge capability for units engaged in military operations. The Wolverine is operated by two crewmen who sit within the hull. Both crewmen have access to the bridging controls, while the bridge itself is carried in two sections above the hull. Once a bridging site is chosen the vehicle securely anchors itself in place with a spade. The two sections of the bridge are joined together, and then the entire bridge is extended across the obstacle and dropped into place. During launch, the crewmen have the ability to make minor corrections if needed. Once operations are complete the Wolverine drives across the bridge and retrieves it from the other side simply by reversing the process. The bridge can be launched in under 5 minutes or retrieved in less than 10, all without the crewmen ever leaving the safety of their vehicle.

Karosta was constructed in 1890-1906 as a naval base for the Russian Tsar Alexander III, and later served as a base for the Soviet Baltic Fleet. When the Russian army left Latvia in 1994 after Latvian independence, Karosta became largely uninhabited and most structures fell to ruin. In the late 1990s, the area was troubled by high unemployment, street crime and drug problems. Some remaining residents are considered neither Latvian nor Russian and hold alien passports.

The Lun-class ekranoplan is a ground effect vehicle used by the Soviet and Russian navies from 1987 until sometime in the late 1990s. It flew using the lift generated by the ground effect of its large wings when close to the surface of the water—about 4 metres or less. Although they might look similar and have related technical characteristics, ekranoplans like the Lun are not aircraft, seaplanes, hovercraft, nor hydrofoils – rather, "ground effect" is a separate technology altogether. Equipped for anti-surface warfare, it carried the P-270 Moskit (Mosquito) guided missile. Six missile launchers were mounted in pairs on the dorsal surface of its fuselage with advanced tracking systems mounted in its nose and tail.
